3. Reporting on our progress

We report each year on the progress we make against the objectives in our Reigate & Banstead 2030 plan.

Our annual reporting includes an overview of key activity from the year, assessment of progress against the success measures set out in the plan, and information on supporting contextual indicators that help to understand the wider situation of the borough and its residents.

Annual update 2025/26

The annual report on progress during 2025/26 was considered by the Council's Executive in July 2026.

The report provided an overview of Reigate & Banstead Borough Council during 2025/26, with highlights including:

  • A new Greenspaces Strategy and record numbers of awards for the borough’s parks.
  • A completed Community Governance Review considering new parishes.
  • Improvements to public spaces in Horley and Westvale Park, and the opening of the refurbished Merstham Recreation Ground.
  • A Green World award for the new solar-powered bins and their reductions to carbon emissions and litter.
  • Recognition of the Safer Redhill community safety scheme by the Home Office as one of the best in the country.
  • A financial resilience programme which helped residents access the support they were entitled to, winning a national award for best use of data.
  • A Community Asset Transfer and Support programme, helping local organisations and community facilities.
  • The agreement and commencement of activity to return the Harlequin Theatre to operation.
  • Extensive work to prepare, consult on and review proposals and commence preparation for LGR.

Information on the Council's Equality Objectives was provided as part of the report, including progress relative to the Council's four equality objectives around planning and shaping services to support equality using data and local insight, supporting strong, inclusive communities, providing accessible information and services, and embracing equality and inclusion as an employer.
