5. Reigate & Banstead 2030 - Introduction

Welcome

Reigate & Banstead 2030, the Council's Corporate Plan, sets out the Council's vision, priorities and objectives.

It guides how the Council delivers local services and allocates funding.

These pages provide a summary of the Council's 2025-2030 Corporate Plan, the full version of which is available at: Reigate & Banstead 2030.

The Corporate Plan is a high-level document. More detail is provided in service-level strategies and business plans. These steer how our teams are structured and how council tax and other funding is spent.

Local Government Reorganisation

The national government is preparing to reorganise local government structures. We therefore expect that Reigate & Banstead Borough Council will be wound up in 2027 and replaced by a new, larger, unitary council.

As well as guiding the Council's work until April 2027, this plan provides a clear set of local priorities that will help steer the direction of our successor Council.

The current local government system

Until a new Council is formed, there is a two-tier system of local government. This means that some local services are provided by Surrey County Council and some are provided by Reigate & Banstead Borough Council.

A summary of which council provides which service is set out below.

Reigate & Banstead Borough Council is responsible for:

  • Business support
  • Collection of local taxes and counter-fraud services
  • Community development
  • Community safety
  • Council car parks
  • Council green spaces (including parks, play areas and allotments)
  • Housing register and homelessness support
  • Leisure, culture and community centres
  • Licensing and environmental health
  • Local development plan and planning applications
  • Street cleaning
  • Waste and recycling collection

Surrey County Council is responsible for:

  • Adult social care and children's services
  • Community recycling centres
  • Education and libraries
  • Fire and rescue
  • Highways maintenance, including potholes
  • Highways trees
  • Minerals and waste planning
  • On-street parking
  • Public Health
  • Public rights of way
  • Trading standards
  • Transport services and planning
  • Waste disposal

How our work is funded

Much of our work is funded from Council Tax. Reigate & Banstead Borough Council keeps 11% of the local Council Tax collected each year, equivalent in 2025/26 to £5.09 for an average Band D house per week.

We also receive some targeted grants from national government, and keep a small proportion of the Business Rates that are paid locally each year. Where possible, we also apply for other third-party funding to let us deliver enhanced services.

Working in partnership

We work closely with a large number of other organisations to make sure we provide the best service for local residents and businesses.

Our partners include Town and Parish Councils, neighbouring local authorities, Raven Housing Trust, Surrey Police and the NHS, as well as many voluntary sector and business organisations.

Progress reporting

We will produce a report every year about our progress in delivering the corporate plan. We will also conduct a yearly survey to get feedback from residents on how we are performing.
