Policy framework
This page is about our key strategies and how the strategy documents relate to each other.
The Council's decision-making is underpinned by a framework of strategies which detail its policy and priorities. The framework has three tiers, or levels.
- At Level 1 are two documents which provide an overarching strategy for decision-making in the Borough: the Community Plan and the Local Development Framework.
- At Level 2 are the strategies to realise the Council's principal objectives: the East Surrey Housing Strategy, the Leisure Strategy and the Partnership Community Safety Plan 2008-11.
- Also at Level 2 are the Council's organisational development strategies, to ensure the Council can continue to develop and grow as an organisation: the Financial Strategy and the Human Resources Strategy.
- At Level 3 are the Council's policies and procedures. There are many of these, including the Licensing Policy, Civil Emergency Plan, and Parks and Countryside Policy, to name just a few.
The policy framework sets out the context for policy decisions taken by the Council, and informs all decisions that the Council makes.
