2. Developing the plan

Initial development

The plan was developed by looking at local context and evidence and working with residents, councillors and local partner organisations to understand what the borough’s needs are likely to be in coming years.

Draft plan consultation

We consulted on a draft of Reigate & Banstead 2030 from Monday 23 September 2024 until Wednesday 20 November 2024.

It was important that the final plan reflected the needs of the whole borough, so we wanted to know what residents and others thought of the vision, priorities and objectives we identified from the initial plan development process.

To help us gather feedback, there was an online survey (paper copies were also available) and we held drop-in events across the borough. We also consulted with Councillors, and partner organisations and businesses.

Following the consultation, we reviewed all of the feedback and ideas received and made changes for the final version of the plan. We also made a few updates to reflect news on national plans for local government reorganisation as they emerged.

Agreeing the plan

Councillors and officers reviewed the final version of the plan, alongside the consultation report and final equality impact assessment. The plan was recommended by the Executive, and approved by full Council on 22 July 2025.
