Reigate & Banstead Borough Council will permanently close the recycling site at Stubbs Lane on Monday 19 May 2025, due to ongoing fly-tipping problems.
Despite efforts to curb illegal dumping, including fixed penalty notices, the site has continued to attract large volumes of non-recyclable waste. Signs were also posted last year warning that continued misuse of the site would result in its closure.
Cllr Hannah Avery, Executive Member for Neighbourhood Services says: “We’re grateful to the many residents who do the right thing when recycling their waste. Unfortunately, fly tipping at our recycling sites, which can contaminate this recycling, undermines the efforts of the responsible majority.
“I want it to be easy for residents to recycle as much as they can, so am really pleased that all households in the area local to Stubbs Lane can now use our full collection service and are able to recycle all the materials collected at Stubbs Lane (with the exception of textiles) from home.”
The Council’s recycling sites were originally introduced to support residents without access to the full recycling services. In December 2024, The Council’s Executive approved the closure of all recycling sites in the borough in line with the rollout of the full service.
Residents with additional recycling can use the council’s other recycling sites in the borough or Surrey County Council’s Community Recycling Centres (the nearest being at Earlswood).
Once Stubbs Lane recycling site has been closed, the Council will monitor the site to deter any further fly tips. Fly tipping is illegal and all residents, businesses, and charities are reminded that they must ensure waste is disposed of responsibly. Failure to do so could result in prosecution or a £400 fixed penalty notice.
