Reigate & Banstead Borough Council is asking residents and visitors to take part in its review of the Public Space Protection Order (PSPO) covering Redhill Town Centre.
The online survey launches on Monday 3 July during Anti-social Behaviour Awareness Week and will be available for six weeks.
The existing order, initially issued in 2017, was renewed in 2020 following a similar consultation which saw over 390 people complete the council’s survey. The public are again being asked to share their views of the impact of the PSPO over the past three years, as well as consider the order’s extension and any amendments.
Redhill’s current PSPO covers the pedestrianised shopping area and includes Redhill Memorial Park and the area around the railway pedestrian underpass. The proposal included in the consultation is to extend the area of the PSPO to include Clarendon Road car park where there have been reports of anti-social behaviour.
The PSPO aims to discourage anti-social behaviour in key public areas of the town and gives police officers and the council powers to intervene early, preventing anti-social behaviour escalating into a crime.
Executive Member for Communities, Leisure and Culture, Councillor Rod Ashford, said: “The PSPO is an effective deterrent to anti-social behaviour which provides council officers and the police with the power to intervene in situations before they escalate. Anyone involved in anti-social behaviours such as street drinking, urinating, or harassing those going about their day-to-day business can be asked to disperse and move on or risk a fine.”
Anti-social behaviour
The anti-social behaviour that the Redhill PSPO regulates ranges from littering and spitting to verbal abuse, urinating in public, harassment and intimidation. A PSPO is one of a range of interventions the council can use to tackle anti-social behaviour in the borough.
During Anti-social Behaviour Awareness Week, the council will be teaming up with Surrey Police, Raven Housing Trust and other partners, for a week of activities to highlight different kinds of anti-social behaviour and how partners and residents can work together to tackle it.

Reigate & Banstead Borough Council wants to hear the views of as many people as possible in order to gauge the impact of the existing PSPO. It will also be contacting a variety of people, businesses and community organisations with a particular interest in the issue.

The survey will be open from 3 July until 11 August 2023.
As part of Anti-social Behaviour Awareness Week, there will also be a roadshow in Redhill Town Centre on Thursday 6 July. Council Officers will be available to discuss the PSPO and other local anti-social behaviour issues.
What happens next?
People’s views will help the council decide the future of the PSPO. The results of the consultation, and the decisions taken on the PSPO, will be published on the Reigate & Banstead Borough Council website.
