2. Refurbishing the building
The Council’s objectives for the modernisation of Horley Community Centre are to:
- address the significant repairs and maintenance needed
- create a more welcoming and accessible layout, with more multipurpose spaces that can be used for a wider range of activities to better meet the needs of the community
- provide a focal point for work with more charities and organisations, that will enhance the support available for local people
- increase the number and diversity of visitors and reduce the subsidy that the Council provides
- improve the environmental sustainability of the building through investment in energy efficiency and other green measures to contribute to the Council’s net zero by 2030 ambitions
- respond to what local people have told us they want, such as a broader range of affordable classes, more social activities, and a coffee shop
Initial design options
Initial design options propose:
- A new extension to the front of the building to create a new lobby and reception, a revised kitchen, as well as new hireable space on the ground floor.
- On the first floor, the large Regent Hall would become a more flexible space with a new collapsable or demountable stage, alongside new hireable community spaces and relocated WCs.
- Externally, a seating area is proposed and the minibus parking would be relocated off-site (either on-street or in the car park, which is in third party ownership and not included in the project).
A more accessible centre
We’re committed to creating a space that is easy to navigate, inclusive, and comfortable for people of all ages, abilities, and backgrounds. This will include thoughtful design features such as:
- improved access
- accessible toilets
- clear signage
- inclusive room layouts
- improving sound insulation and installing ‘Owl’ technology with hearing aid users can connect to through Bluetooth.
Our goal is to ensure that every visitor feels they are able to make full use of everything the building has to offer.
A more environmentally sustainable centre
We’re improving the environmental sustainability and reducing the environmental impact of the building through the following:
- all existing gas systems will be removed and replaced with a fully electric solution
- the building will be fitted with an energy-efficient Air Source Heat Pump to provide heating and cooling, significantly reducing carbon emissions
- solar panels will be installed to generate renewable energy on site
- providing new windows
- installing energy efficient toilets
- cycle and scooter parking to promote sustainable transport options
Many of these measures will also help to lower running costs.
