2. Refurbishment proposals
The Council’s objectives for the modernisation of Horley Community Centre are to:
- address the significant repairs and maintenance needed
- create a more welcoming and accessible layout, with more multipurpose spaces that can be used for a wider range of activities to better meet the needs of the community
- provide a focal point for work with more charities and organisations, that will enhance the support available for local people
- increase the number and diversity of visitors and reduce the subsidy that the Council provides
- improve the environmental sustainability of the building
- respond to what local people have told us they want, such as a wider range of affordable classes, more social activities, and a coffee shop
The design proposal
The design team has responded to the needs and priorities of the community and stakeholders. The proposals set out a practical solution to our shared objectives within the available budget. These include:
- A new welcoming lobby and reception, a changing places toilet, a revised kitchen, café and social area, as well as new hireable space on the ground floor.
- On the first floor, the large Regent Hall will become a more flexible space with a new collapsable or demountable stage, alongside new hireable community spaces and newly refurbished WCs.
- Externally, the proposals include a new canopy to better signpost the building, along with cycle, mobility‑scooter, and buggy parking. The existing minibus parking will be relocated, either to the side of the building or within the car park (which is owned by a third party and not part of the project) creating a more open outdoor space for visitors to enjoy.
A more accessible centre
We’re committed to creating a space that is easy to navigate, inclusive, and comfortable for people of all ages, abilities, and backgrounds. This will include thoughtful design features such as:
- improved access
- a dedicated Changing Places Toilet
- increased baby change facilities
- accessible toilets
- clear signage
- inclusive room layouts
- colours and finishes that create a more inclusive environment and help with navigation around the building
- improving sound insulation and installing hearing loops to support hearing aid users.
Our goal is to ensure that every visitor feels they are able to make full use of everything the building has to offer.
A more environmentally sustainable centre
We’re improving the environmental sustainability and reducing the environmental impact of the building through the following:
- installing solar panels to generate renewable energy on site
- installing new or refurbished windows and doors
- installing energy efficient toilets
- cycle and scooter parking to promote sustainable transport options
- improving the building’s thermal performance by upgrading the building fabric
