Introduction
Reigate and Banstead Borough Council have invested in asset-based community development (ABCD) since 2005, when one super output area in the Borough was identified as the most deprived area in Surrey. We now have six community development areas – Merstham, Horley, Redhill West, Preston, Woodhatch and Whitebushes covered by five community development workers (CDWs).
