4. Redhill and Reigate Town Council(s)

Redhill and Reigate are the two largest towns in the borough and together form around 40,000, or 40%, of the borough electorate (projection for 2030). The recommendation is for both towns to become parished, however, feedback received from the summer consultation was divided between a single new parish or two separate parishes so we are consulting on two options.

Merstham is included in both options as it is considered by some to be more closely aligned with Redhill than with Banstead and the villages in the north of the borough. Feedback suggested that Whitebushes and South Earlswood are considered to be more geographically separate from Redhill so these areas have been included in the recommendations for Salfords, Sidlow and South Earlswood Parish Council.

Option 1 - Redhill and Reigate Town Council

The proposal is to bring both towns together into a single new parish split into eight wards along the same boundaries as the county divisions and borough wards (see table and below). The proposed name of the new parish is Redhill and Reigate Town Council.

The wards and the number of councillors recommended for this option are as follows:

Parish ward Forecast electorate: 1 May 2030 Number of town councillors Electors to councillors
Chartfield 3,126 2 1,563
Meadvale and Hatchlands 4,427 2 2,214
Merstham 6,693 3 2,231
North Earlswood 3,927 2 1,964
Redhill East 7,316 3 2,439
Redhill West 6,326 3 2,109
Reigate 8,354 3 2,785
South Park and Woodhatch 6,886 3 2,295
Total: 47,055 21 2,241

Option 2 - Redhill Town Council and Reigate Town Council

The proposal is to create two separate parishes that reflect the separate identities of Redhill and Reigate split along the same boundaries as the county divisions as follows (see also tables and maps below):

  • Redhill Town Council would contain 5 wards and a total of 13 councillors
  • Reigate Town Council would contain 3 wards and a total of 10 councillors

The wards and the number of councillors recommended for Redhill Town Council are as follows:

Parish ward Forecast electorate: 1 May 2030 Number of town councillors Electors to councillors
Meadvale and Hatchlands 4,427 2 2,214
Merstham 6,693 3 2,231
North Earlswood 3,927 2 1,964
Redhill East 7,316 3 2,439
Redhill West 6,326 3 2,109
Total for Redhill Town Council: 28,689 13 2,191

The wards and the number of councillors recommended for Reigate Town Council are as follows:

Parish ward Forecast electorate: 1 May 2030 Number of town councillors Electors to councillors
Chartfield 3,126 2 1,563
Reigate 8,354 3 2,785
South Park and Woodhatch 6,886 3 2,295
