Why Horley needs a new town park

Horley is growing, and so are its opportunities for outdoor recreation. Over the past two decades, Horley has transformed from a small market town into a thriving community, with 2,600 new homes and major infrastructure improvements.

To meet the needs of our expanding community, Reigate & Banstead Borough Council is creating a flagship town park at Tanyard Meadows, which will be a vibrant, inclusive space for sport, play and nature.

After reviewing multiple options, Tanyard Meadows was identified as the most suitable location in Horley because the site is:

  • large enough to accommodate a range of facilities
  • accessible by car, bus, cycling and walking
  • council-owned, ensuring long-term stewardship
  • well-positioned to enhance provision in the north of the town.

Our vision

As a flagship green space for Horley, designed to bring people and nature together, Tanyard Meadows town park will:

  • deliver high-quality play, sports and recreation facilities
  • conserve and enhance the semi-natural landscape and the Burstow Stream environment
  • provide inclusive, sustainable spaces that encourage health, wellbeing and community connection
  • support the Reigate & Banstead 2030 corporate plan vision for outstanding parks and leisure spaces. 

We've put together an early plan to show some of the exciting ways the town park could be used. This is just the starting point - the design of the park will grow and change as we listen to the community.

The facilities we include will depend on: how much they cost, what the site can support, and most importantly, the ideas and feedback we receive from local people.

We’ll be talking with youth groups, sports clubs, and organisations such as Sport England, Surrey Football Association and Surrey County Council to make sure the park reflects the needs of everyone.

In early 2026, a dedicated design team will come on board to bring the vision for the town park to life. They’ll work closely with the community to create detailed plans, making sure the park’s layout and facilities reflect local needs and ideas.

What’s coming to Tanyard Meadows

The types of facilities that we are looking to provide (subject to consultation) are:

Outdoor sports and exercise

  • Grass sports pitches: football pitches (Under 9 to Under 16) and a junior cricket pitch
  • Courts and fitness: tennis or pickleball courts, multi-use games areas (MUGAs), and an outdoor gym
  • Sports pavilion: a modern, modular design with toilets and changing rooms.

Inclusive play area

  • Designed for all ages and abilities: facilities for under 5s, 5–11s and over 12s
  • Features active play equipment and natural play elements
  • Aiming for Plan Inclusive Play Area (PiPA)

Youth facilities and informal spaces

  • Facilities for being active, like a skate park or parkour area, fitness trails or rebound wall
  • Open grass areas for informal play and social activity

Protecting the river environment

The Burstow Stream and its floodplain are vital ecological assets. Development of the new park will:

  • preserve tranquillity and biodiversity
  • balance active recreation with nature conservation
  • improve access to natural spaces and the river environment.
