Statement of Reasons
The Borough of Reigate and Banstead (Off-Street Parking Places) Order 2023
Reigate & Banstead Borough Council, in accordance with the provisions of the Road Traffic Regulation Act 1984 - GOV.UK, and other enabling enactments, makes provision for off-street parking places within the Borough.
The Council now proposes to revoke its current off-street order known as The Borough of Reigate and Banstead (Off-Street Parking Places) Order 2019 and replace it with a new order entitled The Borough of Reigate and Banstead (Off-Street Parking Places) Order 2023.
The proposed new order will consolidate the provisions of The Borough of Reigate and Banstead (Off-Street Parking Places) Order 2019 and will provide the following amendments:
a) Increase in parking charges, to ensure the Council meets the cost of providing car parks (including maintenance and capital improvements) and undertaking enforcement activities;
b) Increase season ticket and contract space prices, to ensure the Council meets the cost of providing car parks (including maintenance and capital improvements) and undertaking enforcement activities;
c) Introduction of Workday Season Tickets, to provide a wider range of options for customers;
d) Removal of Library car park in Horley, to ensure that the Council can undertake effective and efficient enforcement activities for the benefit of the local area;
e) Remove the prohibition of Private Hire Vehicles in Victoria Road car park in Horley, to ensure that the Council can undertake effective and efficient enforcement activities for the benefit of the local area;
f) Introduce a prohibition of vehicles parking in restricted areas of the Council’s car parks, to ensure that the Council can undertake effective and efficient enforcement activities for the benefit of the local area;
g) Introduce a prohibition of vehicles parking in Electric Vehicle Charging bays without charging, to ensure that the Council can undertake effective and efficient enforcement activities for the benefit of the local area;
h) Update the contravention list to version 7.0, to ensure that the Council can undertake effective and efficient enforcement activities for the benefit of the local area
