Local Plan 2044 scoping consultation

We are preparing a new local plan for Reigate & Banstead to guide how the borough grows and changes up to 2044.
The new local plan will identify where homes, jobs, infrastructure, and environmental improvements should be delivered across Reigate & Banstead. It is being prepared in the context of much higher housing need, potential Green Belt change, climate and infrastructure pressures, and local government reorganisation.
This scoping consultation is the first stage of engagement in preparing the new local plan. Its purpose is to involve the local community and stakeholders at an early stage, including residents, businesses, local service providers, and community organisations, to help shape the direction of the plan.
For this consultation, we want your views on:
- the main issues facing the borough
- what the plan should contain
- how we should engage with local people
There is also the opportunity to comment on the Strategic Environment Assessment (SEA) scoping report which sets out the current social, economic, and environmental issues in the borough.
At this stage, we are not asking about:
- specific development sites
- preferred locations for growth
- the final number of new homes
You will be able to comment on these at the next consultation stage. Please see the Local plan timetable for anticipated dates.

Please note: Local government in Surrey is changing, and Reigate & Banstead Borough Council will become part of a new East Surrey unitary authority in April 2027. We are preparing the new local plan now so that as much progress as possible can be made before then. This will help the new authority complete the plan and put an up-to-date planning framework in place for local communities as soon as possible.

- Complete the Online survey by 5pm on Monday 26 October 2026.
- Apart from contact details all consultation questions are optional - answer as many or as few questions as you like.
- Alternatively, you can also use a Word document version (Docx) of the survey form and send this to us:
- by email to planning.policy@reigate-banstead.gov.uk
- or post your response to the Planning Policy Team, Reigate & Banstead Borough Council, Reigate Town Hall, Castlefield Road, Reigate, RH2 0SH.
Consultation dates
The scoping consultation will run for six weeks:
9am on Monday 14 September to 5pm on Monday 26 October 2026.
