Notice of Scoping Consultation
This Notice is published under the Town and Country Planning (Local Planning) (England) Regulations 2026 (Regulation 20 (1) (b)).
Reigate & Banstead Borough Council is preparing a new local plan.
The scoping consultation is the first consultation for the preparation of the new local plan and is being carried out under Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026.
Consultation period
The consultation opens at 9am on Monday 14 September 2026 and closes at 5pm on Monday 26 October 2026.
Representations on the local plan scoping consultation must be received by the Council no later than 5pm on Monday 26 October 2026.
Consultation matters
This consultation is seeking views on:
- Matters relevant to the preparation of the local plan, including what the plan should contain, and
- How we should engage with you in preparing the local plan.
There is also an opportunity to comment on the Strategic Environment Assessment (SEA) scoping report which sets out the current social, economic, and environmental issues in the borough.
How to view the consultation materials
- On Reigate & Banstead Borough Council’s website: https://www.reigate-banstead.gov.uk/scoping-consultation
- At the Council offices reception desk, Reigate Town Hall, Castlefield Road, Reigate, RH2 0SH, from 9.00am to 5.00pm Monday to Thursday, and from 9.00am to 4.45pm on Friday. On the second Wednesday of each month, reception closes at 4.00pm.
- At the borough’s libraries. Please see Libraries in Surrey - Surrey County Council to find your nearest library and check opening hours.

- Complete the online survey
If you cannot complete the online survey, you can use a Word document version of the response form and return via:
- Email to: planning.policy@reigate-banstead.gov.uk, or
- Post to the Planning Policy Team, Reigate & Banstead Borough Council, Reigate Town Hall, Castlefield Road, Reigate, RH2 0SH.
Responses must be received by 5pm on Monday 26 October 2026.
Copies of the consultation document, and Word document survey form can be made available on request in accordance with the Council’s fees and charges for planning documents. Documents can be provided free of charge for anyone unable to access them in other ways. Notification of Local Plan stages
If you provide a response to the scoping consultation using the online survey or Word document response form, you can request notification of the following local plan-making stages:
- Consultation on proposed local plan content and evidence (Regulation 23)
- Publication of observations or advice (Section 15 of the Act)
- Consultation on the proposed local plan (Regulation 27)
- Submission of the proposed local plan for Examination (Section 15 of the Act)
- Independent Examination of the local plan (Regulation 35)
- Decision of the Examiner to consider further matters and pause the Examination (Section 15 of the Act)
- Publication of document and evidence related to further matters (Section 15 of the Act)
- Publication of the Examiner Report with recommendations and reasons (Section 15 of the Act)
- Adoption of the local plan (Section 15 of the Act))
In this notice, ‘the Regulations’ means the Town and Country Planning (Local Planning) (England) Regulations 2026 and ‘the Act’ means the Planning and Compulsory Purchase Act 2004 (as amended).
