Reigate & Banstead Joint Enforcement Team
Reigate & Banstead's Joint Enforcement Team (JET) work in partnership with Police Officers from the Reigate & Banstead Neighbourhood Team to provide a quicker, more robust response to environmental crime, making our area an even better place to live, work and visit.
Together, we use our shared legal powers and different approaches to enforcement to more effectively deal with problems and improve the public's sense of safety.
We work closely with Parking Services, Environmental Protection, the Dog Warden, and the Anti-Social Behaviour Team to ensure any issue gets resolved as efficiently as possible by the most relevant department.
What can the Joint Enforcement Team deal with?

- Abandoned vehicles
- Beggars
- Fly posting and graffiti
- Fly tipping and litter
- Street trading
- Unlawful encampments
- Notices to clear waste on land

Fixed Penalty Notices (FPNs) and associated charges
Fixed Penalty Notices (FPNs) are fines issued by the Council for minor offences to avoid court prosecution. You can receive an FPN for the following:
- Depositing litter - £80* penalty - £2500** maximum penalty upon conviction
- Unauthorised distribution of free printed material - £80* penalty - £2500** maximum penalty upon conviction
- Failure to comply with a Public Space Protection Order (PSPO) - £80* penalty - £1000** maximum penalty upon conviction
- Graffiti and flyposting - £80* penalty - Up to £5000** maximum penalty upon conviction depending on offence
- Failure to Nominate Key Holder (alarm Notification Area) - £80* penalty - £1000** maximum penalty upon conviction
- Nuisance parking - £100* penalty - £2500** maximum penalty upon conviction
- Failure to comply with a Waste Receptacle Notice - £110* penalty - £1000** maximum penalty upon conviction
- Abandoning a vehicle - £200* penalty - £2500** maximum penalty upon conviction and/or 3 months imprisonment
- Failure to produce Authority (Waste Carriers) - £300* penalty - £5000** maximum penalty upon conviction
- Failure to furnish Waste Transfer Notes - £300* penalty - Unlimited fine upon conviction
- Unlawful disposal of controlled waste (including flytipping) - £400* penalty - Unlimited fine for individuals upon conviction
* Payable within 14 days of the date on the notice.

Failure to pay a FPN can result in court prosecution.
