Interim Affordable Housing Policy – updated
Following the publication of the NPPF in March 2012, and the submission of the Core Strategy to the Secretary of State in May 2012, the Council has now introduced an interim affordable housing requirement, pending the adoption of the Core Strategy.
This interim approach is based on paragraph 3a of the emerging Core Strategy policy on Affordable Housing (CS13) and will be used from 1 April 2013. This requires the provision of 30% affordable housing on sites of 15 dwellings or more (net). Paragraphs 1, 2, 4 and 5 of the emerging policy will also be applied from 1 April 2013. The proposals in paragraphs 3b and 3c of the Core Strategy policy - which seek financial contributions on sites of less than 15 dwellings - are not being introduced at this stage.
The interim policy position outlined above will be applied to non-allocated sites in Horley.
However, the site specific requirements for affordable housing and housing mix set out in the Horley Master Plan section of the Borough Local Plan remain relevant in the light of regeneration objectives for this area. These policies set a minimum requirement for affordable housing, which will be taken as the starting point for negotiations (and is in line with part 5 of the emerging Core Strategy policy which allows an alternative level of affordable housing to be provided in regeneration areas).
