Water Cycle Study

This page contains information on the Water Cycle Study, an evidence base study used to inform the Local Development Framework.

The overall objective of the Water Cycle Study is to gain a clearer understanding of the relationship between development and the water environment specific to where growth is likely to be proposed in the Gatwick Sub-Regional area up to 2026.

Reigate & Banstead is part of the Gatwick Sub-Region, which includes Crawley, Horsham and Mid Sussex. Tandridge and Mole Valley are also in the Sub-Region, however, they opted out as the major part of their development pressure is in the north of their districts and will have minimum impact on the water cycle in and around Crawley. 

Water Cycle Study stages 

Typically Water Cycle Studies are produced in three phases:

Scoping Study

A Scoping Study was completed in house by the four Councils. The purpose of the Scoping Stage is to form the Steering Group, identify the Study Area, confirm the objectives of the study and review previous studies and data available on the water cycle.

The Scoping Stage also identifies any data gaps and the need for further studies. The Gatwick Sub-Regional Scoping Study identified that the level of development required will have a significant impact upon the water environment unless appropriate infrastructure or mitigation can be put in place and therefore an Outline WCS Study was undertaken.

Outline Study

The Outline Study involved a review of the existing requirements for water in the study area, highlighting issues and opportunities associated with housing and commercial growth, as well as an assessment of the requirements for water infrastructure to facilitate development and identification of potential environmental constraints. The study will review and incorporate findings of the flooding constraints in the study area. This phase will also identify issues that require more detailed analysis.

Entec were commissioned to undertake the Outline Study on behalf of the Gatwick Sub-Region.

Detailed Study

This takes the findings of the Outline phase and seeks to consider in more detail a strategy for delivering the required water infrastructure and the mechanisms required to fund them.

Potential environmental constraints and mitigation are also considered in more detail. It also seeks to coordinate the activities of the parties involved in the delivery of infrastructure to ensure this occurs in a timely and sustainable way. At present, there are no plans for the Council to undertake a detailed study.
