On 11 February 2016, the Council formally approved its CIL Charging Schedule and supporting policies.

Charging commenced on 1 April 2016

All relevant developments that receive planning permission on or after this date will be liable for CIL. This includes applications which were registered prior to the adoption of CIL and those granted at appeal even where the appeal was lodged prior to the adoption of CIL.

We have prepared Guidance Notes and a diagram to assist applicants in understanding how CIL might apply to their development and the process of charging and collecting the levy.

Is my development liable?

The Council's Charging Schedule includes charges for residential and convenience retail uses only. In general, your development is therefore likely to be liable for CIL if it:

  • creates a new dwelling(s)
  • creates 100 square metres or more of new build residential or convenience retail floorspace
  • involves the conversion/ change of use of a building(s) to residential use and the building has not been used for a continuous period of at least 6 months in the last three years

CIL applies to most forms of planning application and, in some cases, may apply to development undertaken through general consent (i.e. permitted development).

All applicants must submit a completed version of the CIL Additional Information Requirements Form (available on the Planning Portal website) alongside their application. This form ensures that we have sufficient information to determine whether your development is liable and accurately calculate any charges due so it is important that it is completed fully and accurately. 

How much will I have to pay?

CIL takes the form of a charge on each square metre of additional floorspace created. The charge to be applied depends on the type and location of the development as set out in the Council's Charging Schedule.

For residential developments, you can find out which Charging Zone your development falls into by using our 'Where I Live' feature. The Charge Zones can be found in the My Maps tab under the Planning Category.

You can also use our CIL calculator to help you estimate the potential CIL liability for a development. Please note: this is an indicative calculation and does not constitute a formal determination or notification of CIL liability by the Council. As CIL is non-negotiable, applicants are strongly encouraged to familiarise themselves with likely CIL liabilities when making offers to purchase land.
