5. Strategic Fund

What is the Strategic Fund?

The majority of the CIL money the Council collects from developments in the borough is pooled together to spend on large, more costly infrastructure projects across the borough. This is known as the Strategic Fund.

The Strategic CIL Fund must be used to fund the provision, improvement, replacement, operation or maintenance of infrastructure to support development of the borough.

The types of infrastructure which the Strategic Fund can be spent on are set out in the Council’s "Infrastructure List" in its Annual Infrastructure Funding Statement:

  • Highways and transport including improvements to:
    • The strategic road network
    • The local road network
    • Public transport, including bus shelters and improved services
    • "Active transport" pedestrian and cyclist infrastructure - including segregated cycle and footpath routes, and cycle storage facilities
    • Off-street parking including public car parks
  • Electric car charging points: on or off-street
  • Education facilities and infrastructure at:
    • Secondary schools
    • Post-16 education (schools and colleges)
    • State-funded early years
  • Healthcare:
    • Medical centres and GPs practices buildings
    • Acute care, including hospitals
    • Emergency services facilities
  • Community and cultural facilities:
    • Community halls or hubs or wellbeing centres
    • Scouts and Guides meeting facilities
    • Libraries
    • Community theatres and galleries
  • Digital Infrastructure
  • Security and anti-crime infrastructure including CCTV and street lighting
  • Public realm improvements, place making and wayfinding or signposting
  • Leisure centres
  • Open space, green infrastructure, sports and recreation including:
    • Outdoor sport and recreation, including football and other sports pitches
    • Improvements to parks and open spaces, including paths, boundary treatment, lighting and security, shelters
    • Outdoor gyms
    • Children and young people's play and recreation areas
    • Pavilion improvements
    • Allotments
    • Tree planting and forestation
  • Biodiversity and habitat protection and enhancement
  • Cemeteries and crematoria
  • Sustainability and climate change initiatives
  • Flood risk reduction schemes
  • Waste and recycling collection and management facilities

The Reigate & Banstead Borough Council 'SIP'

The Council has chosen to spend the 'strategic CIL funding it has collected through a "Strategic Infrastructure Programme" or "SIP".

SIP is a five-year programme of infrastructure projects which the Council has agreed to fund (or to contribute to) with strategic CIL funding.

The funding for each project is released at a suitable time in the project delivery, and is also subject to compliance with other conditions.

The Council’s second SIP sets out how strategic CIL funding will be spent during the period 2023-2027.

Bids were invited for the Council’s second Strategic Infrastructure Programme (SIP) in August 2022 and September 2022.

The programme of 51 projects was selected from the 75 bids received, and will guide how strategic CIL funding will be spent in the period 2023-2027. This was agreed by the Council’s Executive on 23 March 2023, and is subject to annual review and update presented to the Executive each June.

July 2025 Bidding and Ad Hoc allocations

The 2025 SIP(2) Review identified a total of £500,000 of strategic CIL funding that the Council's Executive agreed to be made available to help to fund the delivery of infrastructure projects within the current SIP period.

Bidding for a portion of this funding was open between 30 June and 30 July 2025. Project bidders were informed whether their bid was successful or not in September 2025.

Projects to receive this strategic CIL funding will be reported in the SIP Review and Update report to Executive in June 2026, and in the annual Infrastructure Funding Statement for the 2025 financial year (published in December 2026). Find a summary of the projects allocated funding below:
