Community governance review - stage 1 consultation
The first stage of the consultation for the community governance review ran from 24 July to 18 September 2025.
Local people were asked to consider the most suitable ways to represent residents at a community level across the borough:
- if they lived in an area already served by Horley Town Council or Salfords & Sidlow Parish Council did these arrangements continue to be appropriate?
- if they lived in an unparished area, would local communities be better served by having a parish or town council?
A number of public meetings were held in advance of the consultation period.
Local organisations and individuals were encouraged to submit proposals for creating, abolishing or amending existing parish or town councils.
Consultation feedback
A total of 240 responses were received and these have informed the draft recommendations for the stage 2 consultation.
