3. After the CGR process

Any changes that are the outcome of a community governance review require a legal Order to be made and implemented.

For new town or parish councils, a ‘shadow’ authority, generally made up of local ward councillors, is established in advance to make decisions about the initial level of council tax and to prepare the first stages of the new authorities.

Community governance and local government reorganisation

From April 2027, a single unitary authority (East Surrey Council) will replace county, district and borough councils in our area. At the time we started our community governance review (CGR), full details of how local government reorganisation would be realised were not fully known.

The Government’s Structural Changes Order for local government reorganisation in Surrey, which came into force on 10 March 2026, will affect the implementation of our CGR. It gives the power to finalise and formally make any new town and parish councils (or changes to existing ones) to the new successor council – namely East Surrey Council.

We will complete the community review process on 26 March 2026. If the final recommendations are agreed, we will prepare a draft legal Order reflecting the decisions made to provide to East Surrey Council.
