Consultation on the review of taxi and private hire policies
The way we travel is ever changing, and it is essential that our Hackney Carriage (taxi) and private hire (PH) services keep pace with evolving public needs, safety standards, and environmental goals. We are undertaking a comprehensive review of our taxi and PH policies to create a modern, fair, and sustainable framework for vehicles, drivers, and operators.

This review considers changes in legislation, advancements in technology, and increasing public expectations. It aims to ensure that the policies governing the industry incorporate statutory guidance and reflect best practices while remaining practical and achievable. Key areas under review include:
- Safety and accessibility: strengthening passenger protection through measures such as safeguarding training, CCTV requirements, and mandatory disability awareness.
- Environmental sustainability: introducing stricter emissions standards while promoting wheelchair-accessible and zero-emission vehicles.
- Transparency and accountability: enhancing policies to ensure fairness, consumer protection, and robust checks on drivers and staff.
- Modernisation: updating policies to reflect industry and public expectations.
In reviewing the Conviction Policy, we support the work of the Institute of Licensing - Suitability guidance, which sets a goal of national consistency to prevent drivers choosing light touch regulators. Specifically, we propose to align our policy with the exclusion periods for convictions or other sanctions as listed in the Institute of Licensing guidance on their website.
We are inviting all stakeholders, including residents, taxi and PH owners, drivers and operators, businesses, and community groups, to share their views during this eight-week consultation period on the changes listed below. Your feedback will help shape the final proposals before they are considered by the Licensing and Regulatory Committee prior to recommending to Full Council.
