Revised Gambling Policy 2025 - consultation

The Gambling Industry is highly regulated, not only by the Council but also the Gambling Commission (GC) who issue statutory guidance to Councils. The draft revision has been updated to reflect the changes the authority is required to comply with.

What has changed?

Legislation sets mandatory conditions which apply to specific activities and also the process the Council must follow when determining applications which cannot be changed.

Minor regulatory changes to specific limits and numbers e.g. stakes/limits of gaming machines, are referred to in the policy but not reproduced and therefore require no alteration or updating.

Local area profiles have been included for the first time in this policy. The GC advise ‘Completion of a local area profile is not a requirement on licensing authorities but there are significant benefits for both the licensing authority and operators, in having a better awareness of the local area and risks. Importantly, risk in this context includes potential and actual risks, thereby taking into account possible future emerging risks, rather than reflecting current risks only’.

There was an online survey and paper copies available.

What happens next?

All responses will be considered by the Licensing and Regulatory Committee in January 2025 before the final policy is adopted at full Council.
