Why we collect and use this information

We use your data to:

  • enable us to carry out specific functions for which we are responsible
  • enable us to assess and process your application

The lawful basis on which we use this information

We will only use your personal information when the law allows us to. The lawful basis for processing your personal data will be where:

  • Processing is necessary for the performance of a contract
  • Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller

We collect and use this information for the purposes of carrying out statutory functions under the Public Health Act 1925 and other Local Government legislation. If we do not collect data, the council will be unable to fulfil its statutory obligations. The Council does not have a statutory obligation to amend an existing premises name or number in line with property owners wishes; as such this is a discretionary service that we offer. The adoption of Section 18 of the Public Health Act enables (under Section 93 of the Local Government Act 2003) charging for SNN services.

Collecting this information

The service is responsible for:

  • Naming of new streets and renaming of existing streets
  • Naming of new or existing buildings
  • Numbering of new or existing buildings
  • Allocating street numbers to buildings that only have a building name

We use the information provided to us to make decisions which allows us to maintain an accurate and authoritative address database covering all streets and buildings within the borough.  External third parties are consulted during the SNN application process (as listed below) and other departments may be informed of the potential development/change of address to ensure the correct consents are in place.

Storing this information

We hold your data for a period defined within the service area’s personal data retention schedule.

Who we share this information with

We routinely share address information with other services in the council.

We work in partnership with Runnymede Borough Council to deliver the practical elements of the SNN service. Shared data is handled in the same way as defined by Reigate & Banstead Borough Council and is not used for any other purposes.

We will share address information with:

  • Reigate & Banstead Borough Council departments
  • Surrey County Council
  • Runnymede Borough Council
  • Royal Mail
  • Emergency Services
  • Utility Companies
  • Other official bodies

Application details may be shared with other council departments to assist them in their statutory duties.  These may include:

  • Council Tax / Non-domestic rates
  • Electoral Registration
  • Local Land Charges

Why we share this information

We share data for the purposes of carrying out statutory functions under the Public Health Act 1925 and other Local Government legislation. This data sharing ensures that all properties within the borough have clear and concise addresses. This enables a proper response by the emergency services, utility companies and public services. It ensures that all residents and property owners have a verifiable street name and premises name or number for service provision and postal delivery. 

Requesting access to your personal data

Under data protection legislation, you have the right to request access to information that we hold. To make a request for your personal information please contact, the council’s Data Protection Officer at data.protection@reigate-banstead.gov.uk  

You also have the right to:

  • object to processing of personal data that is likely to cause, or is causing, damage or distress
  • prevent processing for the purpose of direct marketing
  • object to decisions being taken by automated means
  • in certain circumstances, have personal data rectified, blocked, erased or destroyed
  • claim compensation for damages caused by a breach of the data protection regulations
