2. Core strategy and core strategy review

Core Strategy

The Core Strategy was formally adopted by the Council on 3 July 2014.

The Core Strategy set the strategic vision for the borough to 2027. It:

  • sets out the level of growth to take place across the borough between 2012 and 2027;
  • details broadly where this growth should be, and how it will be delivered sustainably.

The adoption of the Core Strategy followed a formal examination process conducted by an independent Inspector. The Core Strategy Inspector’s Report (PDF) is available to download.

Core Strategy Review

In accordance with Regulation 10A of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended), the Council completed a review of the Core Strategy, which was approved and adopted 2 July 2019 and a second review on 28 March 2024.

The reviews looked comprehensively at each policy considering relevant local evidence and information, as well as compliance with national policy. The Reviews were undertaken in accordance with the relevant legislation, national policy requirements, and national planning guidance.

The overall conclusion of the reviews was that no policies currently need modifying or updating, and that the local plan Core Strategy remains up to date, and remains an effective strategic policy framework for managing development in the borough.

The Council approved the second review of the Reigate & Banstead Local Plan Core Strategy at its meeting on 28 March 2024:
