What is self-build and custom-building?

As the name suggests, self-build implies a direct involvement in the organisation of the design and construction of a home, and its construction, with or without the help of sub-contractors.  

Custom-build usually means commissioning the construction of a home from a builder, contractor or package company – essentially working with a specialist developer to help someone deliver a home.  

There may be some overlap between the two - for example some custom build developers offer the option of a serviced plot where you can design and build your own home as part of a larger scheme.  Either of these may be carried out by private individuals or groups of people. 

Self-build and custom house-building register

The Government wants to enable more people to build or commission their own home, and legislation was therefore introduced in 2016 requiring all local authorities to set up and maintain a register of people with an interest in self or custom housebuilding within that district. 

This register enables local authorities to monitor demand for this type of house building, and to consider policy accordingly.  The legislation also places a duty on authorities to have regard to the register when making decisions in regard to planning, housing provision, and property.

Application for inclusion to the register

You can apply to be included on Reigate and Banstead Borough Council’s self-build and custom housebuilding register by completing the registration form below and returning it by:

To be entered onto the register you will need to meet some basic criteria regarding age nationality, and finances. This is set out in the advisory notes download.

Currently the register is separated into two parts - those meeting the basic criteria (Part 2), and those who can show that they either have a strong local connection to the borough, or are from the regular armed forces, in addition to meeting the basic criteria (Part 1).

Data Protection

Please note that any information, documentation, or data submitted in connection with your application to be included on the self/custom housebuilding register will be processed in accordance with the General Data Protection Regulations (GDPR) 2018.  Your information will be collected to enable us to confirm your eligibility for entry onto the register; for monitoring of demand for self/custom build plots; and to enable us to contact you should any plots meeting your requirements become available.

Please note: An application for entry to the register does not guarantee inclusion on the register, and registration does not guarantee that a suitable plot of land will be identified or will become available for registrants.  Self and custom built homes are subject to the same requirements for planning permission as other homes.
