4. Dogs (PSPO): Redhill area

This page sets out the Public Space Protection Orders (PSPOs) regarding how dogs' behaviour is regulated in parks and open spaces in and around Redhill.

Where a person responsible for a dog does not follow the requirements of the PSPO(s), the council may issue them with a fixed penalty notice of £80 or, ultimately they may be prosecuted with a maximum £1,000 penalty on conviction.

The parks and open spaces are listed in alphabetical order. This page includes parks and open spaces in Earlswood, Meadvale, Merstham, Redhill and Salfords.

Some areas are covered by more than one PSPO which, together, set out the rules specific for each area.

Abinger Drive 

  • The play area: is a dog exclusion area, where no dogs are permitted.
  • The Multi Use Games Area (the basketball court): is a dog exclusion area, where no dogs are permitted.

Alderstead Heath

  • This is a dogs-on-lead-by-direction area, where a dog would need to be put on a lead if asked by an authorised officer of the council. 
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.
  • The fouling of land by dogs order requires the person in charge of the dog to clear any fouling.

Battlebridge Recreation Ground play area 

Frenches Road, Redhill 

  • This is a dog exclusion area, where no dogs are permitted.

Brook Road Open Space play area 

Brook Road, Merstham 

  • This is a dog exclusion area, where no dogs are permitted.

Colesmead Recreation Ground play area 

Colesmead Road, Redhill 

  • This is a dog exclusion area, where no dogs are permitted.

Earlswood Common 

Earlswood Common is large area that crosses several locations.

  • This is a dogs-on-lead-by-direction area, where a dog would need to be put on a lead if asked by an authorised officer of the council. 
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.
  • The fouling of land by dogs order requires the person in charge of the dog to clear any fouling.

The following additional rules apply to specific parts of the common. 

Earlswood Common play area – Common Road

  • This is a dog exclusion area, where no dogs are permitted.

Earlswood Common play area – Somerset Road Redhill 

  • This is a dog exclusion area, where no dogs are permitted.

Earlswood Common - Upper and lower Earlswood Lakes 

  • These are a dogs-on-lead areas, where dogs are required to be on a lead at all times. 
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.
  • The fouling of land by dogs order requires the person in charge of the dog to clear any fouling.

Fairfax Avenue play area and Multi Use Games Area (the basketball court) 

  • These are dog exclusion areas, where no dogs are permitted. 

Frenches Road Pond amenity area 

Frenches Road, Redhill 

  • This is a dogs-on-leads area.

Green Way play area 

Off Green Lane, Redhill

  • This is a dog exclusion area, where no dogs are permitted.

Ifold Road Recreation Ground 

  • This is a dog exclusion area, where no dogs are permitted.

Keats Avenue play area 

  • This is a dog exclusion area, where no dogs are permitted.

Memorial Park

London Road, Redhill  

  • The entire area is a dogs-on-lead area, where dogs need to be on a lead at all times.
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.
  • The fouling of land by dogs order requires the person in charge of the dog to clear any fouling.

The following additional rules apply to specific parts of the park:

  • Tennis court and Multi Use Games Area (the basketball court to the side of the tennis courts): are both dog exclusion areas, where dogs are not permitted. 
  • Play area: is a dog exclusion area where no dogs are permitted.
  • Sensory garden: is a dog exclusion area where no dogs are permitted.

Merstham Recreation Ground

Albury Road, Merstham 

  • This is a dogs-on-lead-by-direction area, where a dog would need to be put on a lead if asked by an authorised officer of the council. 
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.
  • The fouling of land by dogs order requires the person in charge of the dog to clear any fouling.

  • Tennis court: is a dog exclusion area, where no dogs are permitted. 
  • Play area: is a dog exclusion area, where no dogs are permitted.

Petridgewood Common 

Between Woodhatch Road and Horley Road (A23)

  • This is a dogs-on-lead-by-direction area, where a dog would need to be put on a lead if asked by an authorised officer of the council. 
  • The area is also covered by the order that sets the maximum number of dogs to be walked, which means no one person is allowed to walk more than six dogs at a time - we are proposing to reduce the maximum number of dogs one person can walk at any one time from six to four.

Subrosa Drive, Merstham 

  • This is a dog exclusion area, where no dogs are permitted. 

Whitebushes play area 

Bushfield Drive, Redhill 

  • This is a dog exclusion area, where no dogs are permitted.

  • This is a dog exclusion area, where no dogs are permitted.
