Crisis and Resilience Fund (CRF)

The Crisis and Resilience Fund (CRF) is a UK Government-funded scheme that provides support to people on low incomes who are experiencing financial hardship. It also funds services that help people and communities build long-term financial resilience. The fund replaced the Household Support Fund from 1 April 2026 and will run until 31 March 2029.

Surrey County Council is the lead authority responsible for delivering the fund across Surrey and works with local partners, including Reigate & Banstead Borough Council, to support residents. 

What support is available  

The Crisis and Resilience Fund includes:

  • Crisis Payments – emergency help with essential costs such as food, heating and other immediate needs.
  • Housing Payments – support with housing-related costs to help eligible residents maintain their accommodation.
  • Financial wellbeing support – advice and support to help people manage their money, access the support they are entitled to and build long-term financial stability. 
  • Community coordination – helping local organisations and services work together so residents can access support more easily.

Who may be eligible?

The fund is intended to support residents on low incomes who are experiencing financial hardship or an unexpected financial crisis. Support may be available to help with:

  • essential living costs, such as food and energy
  • housing-related costs
  • advice and support to improve financial wellbeing and resilience

Eligibility and awards are assessed on an individual basis. Meeting the eligibility criteria does not automatically guarantee that support will be awarded.

Housing Payments - Reigate & Banstead Borough Council administers Housing Payments for eligible residents.  Housing Payments can provide additional financial support towards housing costs for residents who receive Housing Benefit or the housing element of Universal Credit and need further help with their housing costs. For information about eligibility and how to apply, visit our Housing Payment page.

The Crisis and Resilience Fund is funded by the UK Government.

 

Household Support Fund - seventh round - closed on 31 March 2026

Funding was allocated via the Department of Work and Pensions to help those families who are struggling financially in Surrey. Financial assistance was available for food, fuel, water and other essentials, and was distributed via organisations within the county who become aware of those families that are in financial crisis.

The last and seventh round of Household Support Funding was announced and ran between 1 April 2025 and 31 March 2026. The amount allocated to Surrey was £9. 3m which was a 12% reduction on previous rounds.

Part of this funding was allocated to The Everyday Essentials E-voucher scheme. This ran between October 2025 until 4 March 2026. This was an E-voucher that could be used at a supermarket of your choice to help with the cost of everyday essentials.

Household Support Fund – previous rounds

Household Support Fund - sixth round 

This round closed on 31 March 2025. We were allocated £103,000 from Surrey County Council to be spent by 31 March 2025. We have distributed this grant in a range of different ways to reach our most vulnerable households.

The funds were allocated to a number of voluntary and community sector organisations who support residents with meeting daily needs, such as food, clothing and utilities.

Household Support Fund - fifth round

This round closed on 30 September 2024. We were allocated £207,000 from Surrey County Council which was distributed in a range of different ways to reach our most vulnerable households.

Household Support Fund - fourth round

This round closed on 31 March 2024. We were allocated £512k from Surrey County Council which was distributed in a range of different ways to reach our most vulnerable households.
