Pavement Licence Applications (Business and Planning Act 2020)

The Business and Planning Act 2020 aims to make it easier for premises serving food and drink, such as bars, restaurants, pubs and cafés to seat and serve customers outdoors through temporary changes to planning procedures and alcohol licensing.  It is in response to challenges faced by the hospitality industry as a result of Covid-19 to provide greater flexibility as they reopen more fully under social distancing requirements.

The Act allows a pavement licensing scheme for premises that sell food or drink and sales of alcohol for consumption off the premises, where current permission is restricted to on the premises sales.

If you would like to make a pavement licence application under the Business and Planning Act 2020, please read the above guidance document. When you have all the relevant information and would like to proceed, click the link below to make an online application. You can attach any additional documents as PDFs at the end off the application process. 

The Council may grant a pavement licence for up to 12 months, this scheme is due to expire on, 30 September 2024.

If your licence is due to expire please apply in good time to allow full consultation of your application.

If the following documents are not included with your application, it will be refused and you will have to submit and pay for a new application.

  • Public liability insurance (10 million plus)
  • Photo/brochure of proposed furniture
  • A detailed plan of the licensable area with measurements

The application fee of £100 must be paid when you submit your application, please ensure you have a payment method ready at this stage.
