1. £150 Government Council Tax energy rebate
This page provides information about the £150 rebate on Council Tax bills announced by the Government to help households who live in properties banded A – D (or in band E and qualifying for the disabled band reduction) with rising energy bills. The page is regularly updated as more information becomes available.

You will receive a £150 Council Tax rebate payment if on 1 April 2022:
- your property is in Council Tax band A to D (including those in Band E that receive a disabled band reduction)
- your property is your sole or main residence
- you are liable for Council Tax and the property is not categorised as:
- a second home
- an empty home
- a house in multiple occupation
- exempt (other than specified exemption classes)
- the liable party is not a local authority, a corporate body or other body such as a housing association, the government or governmental body
If you already receive help with your Council Tax because you have a low income you will still get help. This includes if you have a 100 per cent council tax reduction and have nothing to pay.
If you receive a payment and your circumstances have changed and you do not qualify for the payment, then you must contact the Council.
You can check your Council Tax band on your bill, or on the ‘ Where I live’ section of our website by putting in your post code.

Receiving the payment
Direct debit customers
If you pay your Council Tax by direct debit, the payment will go directly into your bank account. We have now paid 96% of eligible households, apart from where additional checks are needed.
If you pay your Council Tax by direct debit and your property is in Bands A to D but you have not yet received a payment, it is because we need to make some additional security checks before making the payment. This could be because the name on the bank details that we hold for you does not match the person named on your Council Tax account, for example. We have now contacted all direct debit customers where we need further information for verification purposes. Please reply as soon as possible if you have not already done so.
Non-direct debit customers
If you do not pay your bill by direct debit, we have written to you inviting you to make an online application. We have now sent letters to all 12,000 non direct debit customers.
If you have received a letter with instructions on how to apply, please click on the ‘Apply' button below and follow the instructions on screen and on your letter.
Please note: After selecting the apply button, you will be directed to a page, Energy bills rebate 2022, operated by espws.necsws.com. They are a trusted provider.
We aim to make payments within 15 days of an application being made, but it could take longer due to the high volumes being processed and verification checks that are required to prevent fraud. If we email or write to you to request further details to verify your claim, please reply as soon as possible so we can progress your application.
Please do not contact us to chase up your payment. The Energy Rebate team is working to deliver all payments as soon as possible. For non-direct debit payers, we are aiming to make payments within 15 working days of an application (see below for details). All payments will be made by the end of September. Please ensure that you have made your application by 15 September 2022.

Notes for Recipients
In taking receipt of this payment you are doing so on behalf of all occupants of the property.
Reigate and Banstead Borough Council reserves the right to reclaim any payments made if incorrectly awarded.
Payments not yet received
Payments may be delayed in a very small number of cases as we are required to validate the bank details due to one of the following reasons:
- a Council Tax instalment was not successfully paid by Direct Debit since April 2022, meaning we have been unable to verify the bank account details
- the name on the bank account does not match the liable party on the Council Tax account. In these cases, we are required by Government to contact the liable party to request authorisation for payment to the bank details held
- the bank account is not registered to the Council Tax property address
- the bank account details have already been used for an energy rebate payment for a different property and checks are required to establish whether the additional property is a second home, as these are not eligible for the energy rebate
For all of the above we will attempt to manually approve in the first instance where possible. If further information is required, we will contact the person who has made the claim.
Households can exercise their first right of appropriation on the £150 payment, which means your bank can not use this payment to pay off any overdraft. A sample letter that you may wish to use to exercise this right of appropriation is available from National Debtline.

Households in Bands A to D will automatically be entitled to a payment of £150 under the main scheme and cannot apply for the discretionary scheme. See above for eligibility.
Funding was also set aside for local authorities to support households not eligible for the mandatory scheme but in need of help with their energy bills. This is known as the discretionary scheme.
Please be aware that a new scams are in operation where fraudsters are pretending to be from councils to help people claim the Government’s £150 energy rebate. So please don't get taken in by any hoax calls, emails, texts or websites claiming they can get you your money quicker.

In one scam we are aware of, criminals are cold calling residents asking for bank details for them to receive the payment.
We will NOT cold call to ask for, or to verify, your bank details over the phone to administer this rebate, and we will not be paying anything in the form of a voucher.
Households who pay Council Tax by direct debit will have received the payment directly into their bank account. For those who pay other means, we have already written with details of how to claim online.
If you get a message that you believe to be fraudulent, you can report it to your mobile phone provider or by forwarding the message to 7726, a free reporting service provided by phone operators. You should also report the scam to Action Fraud to help others avoid falling victim in the future.
