Council invests to secure regeneration of Horley town centre

Newman House, Victoria Road, Horley (opposite Waitrose) has been snapped up by the Borough Council in a bid to kick-start the regeneration of Horley town centre.

The site, formerly Virgin offices, sits in a prime location and has been earmarked in the draft planning guidance for Horley as a mix of offices, shops, apartments and parking.
The site was purchased from Legal & General this week (29 March).
Anna Cronin, Director of Policy and Environment, said: "The purchase of Newman House puts us in the driving seat and means we can stimulate the regeneration of Horley through securing the right mix of uses and high quality design for our own site.”
The draft planning guidelines for Horley which contain an impression of what the Newman House site could look like are now available for residents to comment on.
The planning guidelines, formally called the ‘Horley Town Centre Regeneration Supplementary Planning Document (SPD)’ provides planning guidance to ensure that any new development facilitates the regeneration of Horley town centre, meets planning policies and meets community needs.
The SPD has been developed through a process of extensive consultation, which has involved key partners including the County, Borough and Town Council, Horley Chamber of Commerce, Horley Town Centre Management Group and local businesses, interest groups and residents.
The SPD provides detailed formal guidance to help developers interpret planning policy, which will be taken into account when regenerating Horley town centre and determining planning applications.
This guidance will not only apply to large-scale development but to any planning application in the town.
Anna Cronin continued: “The regeneration of Horley town centre will take time to deliver, and in the short term we are looking for potential tenants for Newman House.
"Serious options should be submitted in writing to Paul Leppard, Estates Manager, Town Hall, Castlefield Road, Reigate, Surrey RH2 0SH."

Following the public consultation, the Executive will consider the responses and make changes, as appropriate, to the draft SPD.
Full Council will then consider the final documents and it is anticipated that they will be ready for adoption in November 2006.
