Council seeks local views on Redhill, Horley and Earlswood Common
Public consultations are currently underway for the Redhill Masterplan, Horley Town Centre and management of Earlswood Common.
Redhill Masterplan
Redhill is the largest of the Borough’s town centres and is identified as a Centre of Strategic Importance in the Structure Plan – the County Council's prepared planning strategy document.
Belfry and Harlequin exhibitions
There will be an opportunity to talk to those involved in developing the Masterplan at the Belfry Shopping Centre, where there will be an exhibition on Friday 20 June and Saturday 21 June between 10am and 4pm. There will also be an unmanned exhibition in the Harlequin Theatre between Monday 16 June and Friday 27 June.
Issues and options
The Issues and Options document seeks to identify the key points that are relevant to the future success of Redhill. The options presented are in their early stage, making it important that there is wide feedback on these initial proposals.

Horley Town Centre
Horley Town Centre is an important local centre with significant opportunities to develop as Horley expands. In order to support the area improvements to the street scene are planned. These improvements are aimed at making Horley Town Centre a more attractive place to live, work and visit.
Improvements
Surrey County Council and Reigate & Banstead Borough Council have developed design concepts for the town centre including: improvements to key junctions; proposed pedestrianised areas; traffic calming and the introduction of new small public squares. The plans focus particularly on creating an improved environment for pedestrians along Victoria Road.
Horley exhibitions
Exhibitions will be held at the Horley Help Shop and Horley Library for two weeks from 23 June. Officers will be available in the Horley Help Shop on Wednesday 2 July between 10am and 12pm to discuss the scheme. There will also be a staffed display in Waitrose, Horley.
The exhibitions in Horley will display artist impressions and plans to give visitors an idea of how the area could look. The aim of these exhibitions are to give the local community the chance to see and comment on the plans, so that any redevelopment meets their needs.
Wider regeneration
Cllr Dr Daniel Poulter, Executive Member for Regeneration & Transport for Reigate and Banstead, commented: “The regeneration of Horley Town Centre is a key priority for Reigate and Banstead Council. These planned improvements support the wider regeneration proposals and will ensure Horley is a vibrant and viable town centre into the future.”
Cllr David Munro, Executive Member for Transport for Surrey County Council said “Surrey County Council have already invested extensively in Horley Town Centre with the recent improvements to Horley Station and the Fastway bus service. We are keen to progress these works to make the town centre more attractive and accessible for all.”
The total cost of improvements to Horley Town Centre is estimated to be in the region of £4 million. Subject to approval and funding works could be implemented on a phased basis starting in late 2008.

Earlswood Common
Earlswood Common is designated as a Local Nature Reserve and has Site of Nature Conservation Importance status. It’s large open green spaces and conservation assets make it a popular recreational area of great importance.
Management Plan
The Council is in the process of writing a management plan for Earlswood Common. The plan will review the current condition and management of the Common and suggest improvements for the management of areas such as nature conservation, archaeology, recreational areas, landscape and access to the common.
Exhibitions
Exhibitions will be taking place to let people know about the preparation of the new plan. The purpose of these exhibitions is to give local people an opportunity to see and comment on the proposals, involving them in the improvement process.
Cllr Julian Ellacott, Executive Member for Environment, said: “Earlswood Common is a well loved and well used open space. The new management plan aims to improve the way the Common is looked after and ensure that it is kept in good condition.”
Local views
Cllr Ms Alison Berridge, Ward Member for Earlswood & Whitebushes, said “We want local people to give us their views on the plan, so that it reflects their wishes. I hope many people will visit the various exhibitions taking place to find out more about the key management aims and comment on possible future plans.”
