1,510 home Horley new neighbourhood could get underway this year

News release dated 18 January 2008 about the new homes planned for north west of Horley.

Development of the 1,510-home new neighbourhood and community facilities at Meath Green, in the north west of Horley, could get underway by the end of this year.

Developers from the North West Sector consortium told attendees at the Horley Regeneration Forum on 8 January that they anticipate starting preparatory works in late 2008 including construction of the western access road from the A217. 

They then intend building out the residential development in 4 phases from late 2009-2015.  However their programme is only preliminary and subject to a number of factors.

Outline planning permission for the development was granted on 19 December 2007, giving the go-ahead to the development in principle, subject to a Section 106 legal agreement, which secures contributions towards the infrastructure and community facilities needed to support the new neighbourhood.

Cllr Dr Daniel Poulter, Executive Member for Regeneration and Transport, said: “We welcomed the informative presentation from the North West Sector consortium.

"We will ensure, through the detailed planning application process, that the development delivers high quality design, appropriate affordable housing and sustainability energy. 

"We will be working with the developers and our partners to ensure the range of community benefits including the new neighbourhood centre, Fastway bus service and cycle and pedestrian links are delivered in a timely manner.”

£30m for community facilities and infrastructure

The Section 106 agreement for the North West Sector development will deliver contributions in excess of £30 million towards a range of infrastructure improvements and community facilities including:

Some of the contributions will be payments towards cost of the facilities; others will be built by the developers themselves.

The developers will now need to submit planning applications for the finer detail of the housing scheme including development phases, housing mix, floor plans, external appearance and landscaping proposals.

The North West Sector Consortium is made up of developers Miller Homes, Persimmon, George Wimpey, Charles Church and David Wilson Homes.

Horley Regeneration Forum

The Horley Regeneration Forum is a partnership between public and private sector organisations and community representatives with an interest Horley’s future.

The group will contribute to the area’s development and improve the quality of life for residents by ensuring that key projects are progressing such as the new town park and development schemes for various town centre sites.

The group is made up of representatives from Reigate & Banstead Borough Council, Surrey County Council, Horley Town Council, Salfords and Sidlow Parish Council, Horley Town Centre Management Forum, Horley Chamber of Commerce, North East and North West Sector consortium representatives, Surrey Police, Education representatives, the Primary Care Trust, Oakwood School, Council for Voluntary Services, Faith groups, Raven Housing Trust and Thames Valley Housing Association.
