Preparation works underway in Horley new neighbourhood
News release dated 9 February 2007 about the start of site preparation works for the Horley North East Sector new neighbourhood.
Work started this week to prepare the Horley North East Sector site, north of Langshott, in advance of the construction of 600 new homes and infrastructure as part of Horley’s new neighbourhoods.
This is a significant step in implementing the Horley Master Plan - the development of two new neighbourhoods to the north of Horley.
The initial preparation works, which are being project managed by Berkeley Consulting on behalf of the Horley North East Sector consortium of Wates and Martin Grant Homes, will continue for approximately three weeks.
The focus will be on pruning trees and vegetation before the start of the bird nesting season so that nesting birds are not disturbed.
Great Crested Newts, which are a protected species, were found on the site when the developers carried out an environmental assessment. They will be contained in a pond during development to fulfil environmental laws designed to protect them.
Berkeley Consulting has written to nearby residents on behalf of the developers to advise them about the work that would be happening on the site.
Iit is anticipated that during this first phase of works the disruption to local residents will be minimal as the areas of vegetation to be cleared are relatively limited in extent.
Temporary traffic lights may be required on Cross Oak Lane for a short period of time in late February.
Advance warning of any temporary traffic management will be given on street information signs and on Surrey County Council’s website (external website).

NE sector neighbourhood
The North East Sector development will be built over a period of seven years, with construction of the new access road due to start in May 2007 and first homes likely to be completed in 2008.
Contributions to infrastructure and community facilities totalling some £15m have been secured as part of the North East Sector development.
- A new area of riverside park land, known as the Riverside Green Chain, will be created along with play areas and allotments for residents.
- A neighbourhood centre will be built including local shops, a community hall and site for new primary school.
- Twenty five percent of the new development will be affordable housing.
- The developers are contributing to a package of road, cycle and pedestrian improvements and enhancements to Horley Station and the Fastway bus service.
They are also providing funding towards Horley's new leisure centre to be built at Oakwood School and a town park.
Reigate and Banstead Borough Council granted outline planning permission for the North East Sector development in September 2006 (giving the go-ahead in principle to the development).
The developers are required to submit further detailed planning applications for each phase of the project as it progresses.
During construction the developers will also need to adhere to a strict construction guidelines setting out hours of work.
