Parking fines and appeals

This section provides information about the parking fines and the appeal system if you are found to have breached parking regulations in the Borough of Reigate and Banstead, prior to 31 March 2008.

The information given below only applies to Penalty Charge Notices issued prior to 31 March 2008. If you have received a Penalty Charge Notice after this date the new Traffic Management Act regulations will apply. Information on how to challenge a Penalty Charge Notice issued under the new regulations can be obtained by telephoning the Council on 01737 276000.

If you contravene a traffic order (e.g. park on double yellow lines) or Council car parking regulations (i.e. park after your car parking time has expired) you will be issued with a Penalty Charge Notice (PCN).

If no payment is received or a formal representation made to the Council within 28 days of the issue of a Notice to Owner document, the Council will issue a charge certificate increasing the original fine to £90.

If no payment is received within a further 14 days of issuing the £90 charge certificate, the Council will register the debt at the Parking Enforcement Centre and once authorised, the case will be referred to a certified bailiff.

This will incur additional bailiff costs being added to the debt.

The appeals process

If your representation is rejected you must either make payment to the borough council offices, quoting the Penalty Charge Notice number.

Alternatively, you can wait until the council issues a legal document called a Notice to Owner, which is sent to the DVLA registered keeper.

This document allows you to make a formal representation to the council and your case will be reconsidered.

If your formal representation is rejected by the council you must either pay the penalty charge at the full amount or lodge an appeal with the National Parking Appeals Service within 28 days of the council's letter "Notice of Rejection" of representations.
