FAQs about parking attendants and Decriminalised Parking Enforcement (DPE)

This section provides a list of Frequently Asked Questions and Answers relating to the Council's parking attendants.

Q. Do you use a private company to enforce parking restrictions? 

A. No. The Council's employs a team of eight uniformed parking attendants to patrol the Borough, who are equipped with the latest technology.

Apart from enforcing waiting restrictions, (or yellow lines as they are more commonly called), they can provide directions and information to the public.

The parking team also keep a ‘weather eye' open and alert the relevant authority to things that need repairing and that may pose a safety hazard, such as broken paving slabs. 

 

Q. Do they have quotas to meet? 

A. No, they have no quotas or targets to meet. However, they will be enforcing current parking restrictions in Council car parks and on our streets more effectively than previously. 

 

Q. Where am I able to park? 

A. The 'Pay and Display' car parks owned by the Borough Council will continue operating as they do at present. In addition, there are many other privately run car parks available for use. 

 

Q. I have parked here for years without getting a ticket, how will this change? 

A. If you have been parking illegally before 1 June 2004, you are more likely to receive a ticket, as the level of enforcement will be significantly increased. 

If people wish to use their cars then we want drivers to make more use of car parks rather than clogging up the roads and adding to congestion. 

 

Q. Will you be bringing in Residents' Parking Schemes? 

A. Yellow lines, waiting restrictions, and parking bays, will be reviewed following the Council taking over parking enforcement.

These will be subject to the normal consultation procedures, before any changes are made. 

 

Q. Will clamping or removal of vehicles take place? 

A. No. The Council will not be clamping or towing away vehicles. However, any cars causing an obstruction could still be removed by the Police. 

 

Q. Why is the Council doing this? 

A. Apart from freeing up Police resources to tackle more serious crime there are other benefits to the scheme. 

Currently the government receives all the income from local on-street parking fines.

By taking over enforcement of parking controls we, in partnership with Surrey County Council, can use this money to meet the cost of the service and to help fund local transport initiatives. 

 

Q. How are disabled drivers being helped/affected  by the Council taking over parking warden duties? 

A. The Council is able to ‘police' disabled drivers parking spaces more rigorously.
