Horley parking restrictions
In Partnership with Surrey County Council Controlled Parking Zones are being introduced in Horley.
The Gardens Estate area of Horley is affected by these restrictions.
What is a Controlled Parking Zone?
A Controlled Parking Zone is an area wide parking restriction that can allow residents to park more easily near their homes and also prevent non residents, such as commuters and holiday makers from using residential roads as car parks. Within a Controlled Parking Zone all roads are covered with waiting restrictions (yellow lines) or parking places. The waiting restrictions cover lengths of road and junctions where it would be dangerous to park or where it is necessary to allow free passage of vehicles. Parking places are located elsewhere.
Yellow Lines
- Waiting restrictions or yellow lines will be marked in all roads within the Controlled Parking Zone. In most roads the restrictions will apply between 10am and midday Monday-Friday. Outside these times it is permitted to park on the single yellow line.
- In The Crescent, Church Road and Ringley Avenue the restrictions will apply between 0800 and 1800 Monday-Friday. Outside these times it is permitted to park on the single yellow line.
- If residents or their visitors need to park on the road during these times they will need to park in a marked parking place and display a parking permit in their vehicle.
Parking Places
- Parking places will be marked in most roads where residents or their visitors need to park. Between 10am and midday (or 0800 to 1800 in some roads) vehicles parked in marked bays will need to display a valid parking permit otherwise the vehicle may be issued with a Penalty Charge Notice (PCN) or Parking Ticket.
- Outside these times vehicle can park in the parking bays without a permit.
Parking Permits
- To cover administration costs resident permits will cost £20 each.
- If you have no off street parking at your property you will be entitled to 2 resident permits.
- If you have 1 off street parking space you will be entitled to 1 resident permit
- A shared drive does not count as a parking space as it is also a means of access.
- A parking permit can only be used by one vehicle and has the registration number of that vehicle marked on it.
- There will be a £5 administration charge for re issuing permit due to loss or change of vehicle.
Remember: you will only need a resident permit if you need to park on the road near your house between 10am and midday Monday to Friday in most roads.
Visitors
- If you have visitors that need to park on the road between 10am and midday (or 0800 to 1800 in some roads) they will need to display a visitors parking permit in their vehicle.
- Visitor permits are valid for one day and cost £10 for 25 permits
- Maximum of 50 visitor permits per year will be available to all properties within the Controlled Parking Zone. More can be issued if necessary at the discretion of the Council.
Loading and Deliveries
Any vehicle will be able to park without a permit on a yellow line or in a parking bay to load and unload or make deliveries.
Blue Badge Holders
Disabled parking bays are or will be marked in various locations within the Controlled Parking Zone. These can only be used by Blue Badge holders.

When will it happen?
The parking restrictions will start to be marked from Monday 3rd July and be completed in August. Advance warning signs will be erected in each road several days before the yellow lines and parking bays are due to be placed in those roads. It is important to make sure your vehicle is not parked on the road when the road marking work is taking place as this will hold up the works. Please also remember that road marking work can only be carried out in dry weather.
Penalty Charge Notices or parking tickets will start to be issued in August to vehicles that are parked in contravention of the restrictions.

Resident and visitor permits will be available from the Horley Helpshop or by post. If you require a permit please read and complete the enclosed application form(s) and send it to the address provided or take it to the Horley Helpshop.

Remember: you will need to take identification as described on the application form and a means of payment for the permit, cheque or postal order. The Horley Helpshop is not able to take cash.
