Gatwick Outline Master Plan - the Council's view

This section outlines the Council's response to BAA Gatwick's consultation on an Outline Master Plan for Gatwick Airport.

In the Government's 2003 White Paper 'The Future of Air Transport' airport operators were recommended to prepare and maintain a master plan document detailing development proposals, to assist in long term planning in regional plans, transport plans and local development frameworks.

BAA Gatwick (BAAG) consulted on Gatwick Outline Master plan until the end of June 2005. The main focus of the Plan is first to show development proposals for a single runway airport up to 2015.  Secondly, in far less detail, it looks to 2030 when Gatwick could potentially operate with a single runway at 45 million passengers per annum (mppa) or around 80 mppa if there was a new second runway. For more information about the Plan, visit BAAG's website.

The Borough Council responded to the consultation on the Plan. The response included the need for sensitivity towards the local community, to manage environmental impacts, provide the required additional or improved supporting infrastructure and fund continuous pollution monitoring, that go with expansion. The Council believes the Plan lacks proposals for mitigation measures across the major impact areas, and set out in detail key local issues including air quality, air noise, surface access, and flooding - water management.  The response also confirms the Council's continued opposition to a second runway.

A Full Master Plan, revised in the light of the consultation and to reflect further work to be undertaken, was published by BAAG in 2006.
