Town District County

Town, District and County Councils

This section describes the role of town councils, district or borough councils and county councils.

What is local government?

The concept of ‘local government’ can be defined as a system of Councils which provide public services in each local area.

While the national Government is concerned with countrywide issues such as the law, defence and foreign policy, local councils are responsible for a range of services such as refuse collection, street sweeping and planning.

In Surrey we have what is known as a two tier local government system. Surrey County Council are responsible for some countywide services, and the 11 district councils, including Reigate and Banstead Borough Council, are responsible for the rest.

County Council

Surrey County Council is responsible for a wide range of county-wide services including

These transport issues include maintaining the roads in the county, traffic signage, traffic lights and street lights, and gritting during bad weather.  

District Councils

District Councils are responsible for more than 80 services, including:

These transport issues include parking, and some street planning.

There are several issues which both County Council and District Councils are concerned with.

They include 

Parish and Town Councils

There is also a third tier to our two tier system of Local Government in Surrey. In some parts of the County, parish or town councils have been established.

In Reigate and Banstead, there are Horley Town Council and Salfords and Sidlow Parish Council.
