At the Annual Council Meeting on 15 May 2008, Councillor Roger Newstead, Ward member for Reigate Hill, was elected as the Mayor of the Borough of Reigate & Banstead for the 2008-09 Municipal Year.

Biography and background
Councillor Roger Newstead has represented the ward of Reigate Hill since 2001. He has served on the Planning Committee since joining Reigate & Banstead Borough Council and was a member of the Borough’s Executive from 2002 until 2007. He was initially given responsibility for the Projects & Performance portfolio in May 2002, and held the Local Economy portfolio from May 2003 to May 2007.
Cllr Newstead decided to stand as a Councillor after taking early retirement. He was eager to take on a role within the community in which he could actively contribute to the positive development of the borough and undertake work that was both meaningful and interesting.
As Executive Member for Projects & Performance, Cllr Newstead was involved in changing the organisation and philosophy of the Borough Council and the introduction of new technology, which enabled it to face the challenges of the twenty first century.
He led the conceptual planning stages of the regeneration projects in the Preston estate and the town centres of Horley and Redhill, work that has been successfully continued in greater detail by the current administration. He was also responsible for the project to refurbish the Old Town Hall in the centre of Reigate and bring it back into use. This iconic building was sensitively restored by a commercial tenant at no cost to the Council taxpayer.
Roger Newstead and his wife, Mary, have lived in the Borough for forty years and have been involved in local grass roots politics for almost all of that time.
Roger was born and bred in the Cambridgeshire Fens at Ely, where he went to the King’s School. He went on to Reading University where he obtained a degree in Geography before completing two years of National Service in the Army. During his time in the Army he was introduced to the delights of the Tower of London, Aldershot and the North German plain.
He joined the oil industry in 1961 and went on to work for four of the world’s largest companies in a career embracing supply and distribution, shipping economics, information technology, personnel and public affairs. He was a committee chairman for two UK oil industry trade associations.
Since retiring he has worked briefly as an administrator for St. John Ambulance and then as a consultant in public relations and emergency planning, mainly in the electricity generating industry.
Roger’s interests away from Council work include most sports, concerts, theatre, steam railways, walking and family history.
