Preston regeneration
This section is about plans to regenerate the Preston area of Tadworth.
For a number of years Reigate and Banstead Borough Council and Surrey County Council have been working with partners and local residents in the Preston area on a range of initiatives to improve the quality of life for local people. There have already been a number of notable successes, including fun days, summer schemes for young people and crime reduction and anti-graffiti initiatives.
Regeneration Masterplan
In mid 2004 the Council appointed consultants, called Urban Practitioners, to look at physical aspects and issues in and around Preston and to produce a "Regeneration Masterplan" for the area.
The Masterplan was finalised and it takes account of the views of residents, local organisations, stakeholders, and all of the information collected as part of the Masterplan process. It includes a large number of proposals, including to improve car parking and green spaces, and to create new community facilities. It also identifies the development of the De Burgh playing fields site, currently a disused area of land, for housing which is highly environmentally sustainable.
The planned new community facilities are proposed to replace the existing facilities and include new leisure facilities. We are working with other organisations to identify what other services could be provided from a new facility - for example, access to training and advice, and potentially other services such as a community internet café. Government statistics identify Preston as the third most deprived ward in Surrey.
However, it does not qualify for central government regeneration funding. The development of new housing is therefore necessary to raise money to fund the regeneration activities.
Vision and objectives
The project brief sets out a clear vision and set of objectives for the Regeneration Masterplan, which are summarised below:
Vision
- To deliver social, environmental and economic benefits to the residents of Preston and its environs through the creation of a Regeneration Plan that will match the spatial development needs of the community with opportunities created by the cooperation of the major landowners, local authorities and service providers.
- To achieve a standard of development that is recognised nationally as demonstrating excellence in the field of sustainable development and construction.
Objectives
- To contribute to the social, environmental and economic regeneration of the area through appropriate and sustainable development of land, the provision and/or improvement of community facilities and environmental and transport improvements;
- To explore the scope for, and where appropriate, facilitating and promoting new sustainable development on vacant land such as the former De Burgh site, which can be used as an example and pilot to guide other similar developments in the District and County;
- To consider the scope for redevelopment on existing developed land, where this would bring economic and design benefits;
- To promote the highest standards in design and sustainable construction in all new development;
- To generate sufficient capital receipts from the development of vacant land to help fund improvements and facilities within the study area;
- To compliment the work of the Preston Advisory Group and the Communities that Care Risk Audit and Action Plan by adopting an holistic approach to the economic, social and environmental issues affecting the area;
- To facilitate the regeneration of difficult to let housing and substandard accommodation;
- To improve and enhance the quality of the urban fabric within the area;
- To work within the adopted and emerging planning policies and framework set out in the Surrey Structure Plan and the Reigate & Banstead Local Plan;
- To help improve the image and reputation of the area; and
- To take into account the aspirations of the local community, stakeholders and service providers.
