Land is designated in the Borough Local Plan for 2,600 homes primarily in two new sectors or neighbourhoods 710 in the North East Sector and 1,570 in the North West Sector. The remainder will be built on small sites across the town. The total build time for all sites is 7-10 years.

The Horley Infrastructure Provision Supplementary Planning Document allows for contributions to be made from all 2,600 homes towards a package of community benefits totalling £90m+ including:
- a new leisure centre
- a new town park with football and cricket pitches, new areas of riverside parkland, 30 new play areas and 3 new allotment sites
- land for primary schools in both Sectors and contributions towards secondary and post-16 education
- a neighbourhood centre in each Sector including a community hall and local shops, and sites for a doctors surgery and faith group in the North West Sector
- new public transport services
- major investment in road network and improved pedestrian and cycle network linking new neighbourhoods to town centre, schools etc
- a new town centre youth facility and improved library.
These are being delivered as separate projects as development of the new neighbourhoods progresses.
