Horley regeneration

This section provides information about planned work to enhance and develop the town of Horley to make it a thriving, prosperous community.

The 1994 Surrey Structure Plan identified Horley as an area where provision should be made for new homes.

Through a First Alteration to the Borough Local Plan, the Council has identified a comprehensive plan for Horley, which does more than simply identifying potential new housing areas.

The Plan aims to secure sustainable, high quality new development, based on two new neighbourhoods to the north west and the north east, which will bring benefits to Horley as a whole.

The development is planned in a co-ordinated way, complete with the necessary investment in infrastructure and community facilities.

This work consists of:

• Building 2,600 new homes in the town - known as Horley Masterplan

• Investment to regenerate the town centre - known as Horley Town Centre Regeneration

The regeneration of Horley is being delivered as a partnership between public, private and community organisations.

Horley regeneration objectives:

1. To work with all partners to deliver the phased development of 2,600 dwellings and associated physical and social infrastructure.
2. To engage and communicate effectively with all stakeholders.
3. To promote a healthy and vibrant community in Horley served by a wide range of social infrastructure including education, health, leisure and social care.
4. To ensure the development respects the principles of sustainable development.
5. To provide for mixed communities, through a range of dwelling types and sizes, including affordable housing.
6. To promote a high quality, attractive and safe environment, making best use of existing features.
7. To mitigate the impact of development on Horley and surrounding areas.
8. To reduce the need to travel, and where appropriate to promote sustainable alternatives to the private car and secure environmental improvements.
9. To improve the vitality and viability of Horley Town Centre.
