Horley Town Centre
Horley Town Centre underperforms as a local centre and there is an opportunity to capitalise on the extra spending power from the additional homes.
The Horley Town Centre Regeneration Supplementary Planning Document (SPD) was produced following extensive community consultation and sets out the vision for the town centre.

Aims and Objectives
To improve the vitality and viability of Horley Town Centre by:
- Making Horley Town Centre a safe, attractive and distinctive place to live, work and visit
- Securing ease of access to services and facilities
- Supporting economic regeneration
- Intensifying and diversifying the range of activity in the town centre and attracting new residential and commercial uses
- Taking advantage of the town’s central location within the Gatwick Diamond area
- Promoting sustainability
A number of specific sites have been identified as key to Horley's regeneration including:
- Horley Station
- Virgin and Newman House Site
- Existing Library site
- Consort Square
Work is already underway on a number of these including improvements to Horley Station.
Addressing movement in the town centre and public realm and landscape improvements will be key to achieving regeneration.
Consulting
Reigate and Banstead Borough Council and Surrey County Council are currently consulting on proposals for town centre enhancements. For further details go to Latest news.
