Council Owned Land and Premises
This section provides information and frequently asked questions about land and property owned by the Council.
The land and property portfolio of the Reigate & Banstead Borough Council comprises over 470 individual assets, with property including the Town Hall, help shops, day centres, leisure centres and a theatre, as well as an operational depot, car parks and public conveniences. The council’s assets include a large quantity of land including parks and recreation grounds, commons, countryside, allotments and cemeteries. The Council also owns or is responsible for certain other community assets such as War Memorials, view War Memorials information.
The Council has a computerised map of the Borough, based on ordnance survey maps, that shows all land owned by Reigate & Banstead Borough Council. Also shown are areas of land that the Council leases from other landowners, land that the Council has sold, and land that forms part of the public highway, which is owned by Surrey County Council. The Council does not have details of land owned by the County Council, other local Councils or private landowners.

Can you tell me whether a building or a piece of land is Council owned?
Yes, provided the precise location of the property concerned can be accurately described (see below for information we need in order to help you)
What if I want to know who owns private property?
The Land Registry keeps ownership details for all registered land in England and Wales. You can visit their website at www.landregistry.gov.uk or contact them on 0191 301 2345. Please note that the Land Registry will be unable to help you if it turns out that the land concerned is unregistered, in which case you may wish to make enquiries locally with neighbours.
Alternatively, if the land is subject to development proposals you will be able to find details of the planning application on our planning application search. The application details will include the name and address of the applicant and / or their agent.
What information do I need to give you before you can tell me whether the Council owns a particular property or area of land?
We need to know the postal address of the property and / or the boundaries of the land in question. Boundaries are often difficult to describe precisely over the telephone without looking together at a detailed map but we should be able to tell from a telephone enquiry whether the Council owns land nearby. For a more precise answer, a plan showing the exact boundaries of the land can be submitted by fax or post (see contact details at the bottom of the page).
Is there a charge for this information?
Not at present for individual enquiries. However, dependent upon the future demand for this service, the Council may consider introducing a charge to offset the administrative costs.
How long will it take you to find out the information I have requested?
Again, this will be dependent upon demand and also upon the need for a detailed plan to be submitted to the Council. If the level of enquiries remains manageable, and provided all necessary details have been provided to us, then a telephone response can normally be given within one working day. In certain cases, depending on the complexity of land ownership in the area, reference to the Council's deeds may be required in which case the enquiry may take longer.
