The Government Office for the South East manages the European Social Fund (ESF) Objective 3 programme in the South East. Objective 3 is one of the three priority objectives of the European Structural Funds. More information on the national picture
The current ESF Objective 3 programme operates across the whole of South East England. The total funding allocation for the South East for the 2000-2006 programme is £276 million. Some of this has been reserved specially to support projects in the Objective 2 areas of Thanet & Hastings.
The Regional Development Plan for the South East, agreed by the ESF Regional Committee, sets out the objectives and priorities for ESF support in the region. The four objectives of the Regional Development Plan are:
- linking deprivation to local economic opportunity to promote equality of opportunity and help those in the target groups for ESF funding to participate fully in the success of the region and linking strategies for regeneration to strategies for wider economic development and environmentally sustainable growth
- developing skills in the region through the creation of ‘ladders of learning’ to enhance and improve the skills base, in particular promoting equal opportunities by helping people with outdated, low or no skills to acquire the skills needed by the region’s economy
- growing our own businesses in all sectors - stimulating entrepreneurship and equality of opportunity, adaptability and business growth to provide sustainable development in prosperity, employment and the environment
- accelerating the application and use of technology by promoting the effective use of information and communications technologies (ICT) by all individuals and businesses, especially those in target groups
Who are responsible for:
- agreeing the Regional Development Plan with the Regional ESF Committee, which sets out priorities for ESF in the region
- determining the timing of funding rounds and allocation of funding
- managing the application process for ‘Direct Bid’ funding, including selection of projects
- organisations and Global Grant intermediary bodies
- processing claims for payments
- publicity and evaluation of ESF
- providing secretariat support to the ESF Regional Committee
- the future of ESF in the 2007-2013 financial perspective
