Emergency Planning

Emergency planning

This section describes the plans the Council has in place in case of an emergency.

As a local authority it is the role of Reigate and Banstead Borough Council to support the emergency services in the case of a major incident within the Borough.

While the Police, Fire and Rescue and Ambulance services deal with incidents often of a short duration, every day, which do not require involvement of local authorities.

Reigate and Banstead however have to be prepared to respond to a call for assistance for the emergency services in the event of a major incident.

What is a major incident?

A major incident as defined by SESMIC (Surrey Emergency Services Major Incident Committee) [now know as Surrey Local Resilience Forum - SLRF] is:

‘an incident arising with or without warning, threatening or causing death, injury or serious disruption to a significant numbers of people, property or the environment, in excess of that which can be dealt with by the public services operating under normal conditions, and requiring the special mobilisation and organisation of those services and the deployment of local authority staff and resources’.

These incidents can be natural disasters such as flooding, storms and pollution incidents or other events such as major traffic accidents, unexploded bombs, suspect packages or acts of terrorism.

In these circumstances Reigate & Banstead may be called upon by the emergency services to assist in responding to the incident or helping the community recover after the incident.
