On 5 December 2007, the Council's Executive approved the draft Planning Obligations and Infrastructure SPD for consultation.

The SPD provides detailed formal guidance to help developers understand the improved planning obligation procedure. This was introduced by the interim Surrey wide Planning Obligations Code of Practice & Basis for Calculating Formulae and Standard Charges, approved by Executive 21 June 2007 and implemented 1 November 2007.

The draft SPD contains detail about what infrastructure contributions are required to facilitate new development in the Borough.
