Supplementary Planning Documents
This section is intended to help people looking for information about Supplementary Planning Documents (SPDs).
Supplementary Planning Documents (SPDs) will play a similar role to former Supplementary Planning Guidance. SPDs are non-statutory documents which are not subject to independent examination and do not have Development Plan status.
SPDs will amplify and give more detailed advice about existing policies in Development Plan Documents but cannot be used to create new policies or to make site allocations. They will be subject to a thorough process of public consultation, in accordance with the Council's Statement of Community Involvement and will be subject to Sustainability Appraisal. They can also be ‘material considerations’ when making decisions about new development.
Preparation stages of a Supplementary Planning Document
Draft Supplementary Planning Document
The preparation of a Supplementary Planning Document involves the drafting of a document that has been informed by evidence gathering and identification of key issues, and is then available for public consultation.
Adopted Supplementary Planning Document
The revised Supplementary Planning Document is informed by public consultation from the draft document. Any appropriate changes are then made and the Supplementary Planning Document can be adopted.
Reigate and Banstead Borough Council’s Local Development Scheme (LDS) sets out production of the following SPDs:
- Horley Design Guide – This SPD contains extra guidance mainly for those preparing planning applications for the new neighbourhoods in Horley, regarding the form, layout, character and quality of development. This guide supplements the more general guidance in the Borough-wide “Local Distinctiveness Design Guide” published in 2004.
- Horley Infrastructure Provision - This SPD contains the detail of what infrastructure is required to facilitate the new development in Horley, and what contributions developers are required to make.
- Inclusive Access – To provide advice on inclusive access.
- Preston Regeneration – This draft SPD sets out overarching principles and key project opportunities to enable the regeneration of Preston.
- Horley Town Centre – This SPD contains the detail of the regeneration of Horley Town Centre as the transport hub and social focus of the town, to facilitate the new development in Horley in a comprehensive manner.
- Merstham Regeneration – This draft SPD sets out overarching principles and key project opportunities to enable the regeneration of Merstham.
- Planning Obligations and Infrastructure- This SPD explains the improved planning obligations procedure, which is designed help developers know in advance what infrastructure requirements are needed to facilitate new development in the Borough (excluding Horley where existing procedures apply).
