Planning Obligations and Infrastructure SPD Consultation

On 24 April 2008 the Council's Executive approved the Planning Obligations and Infrastructure SPD. The Executive  also approved  a further limited  consultation exercise. The Council will be seeking views on the removal of the 14-unit threshold from the SPD.  The proposed removal of the 14-unit threshold is the main reason for the second consultation, however comments regarding the document as a whole are welcomed.

The Planning Obligation and Infrastructure SPD tariff based approach was formulated principally to address the cumulative impact of small infill developments; the first consultation document applied the tariff up to 14 units.

It was not recommended to delete the threshold in response to comments received from the first round of consultation; however all Surrey authorities participating in the tariff based approach have done so for operation reasons, and in practice to date the tariff has been used as guidance for larger developments. This is the most significant change proposed, and it is suggested that this element should be the subject of a further limited consultation exercise.

The SPD provides detailed formal guidance to help developers understand the improved planning obligation procedure. The SPD contains detail about what infrastructure contributions are required to facilitate new development in the Borough.
