Horse Keeping SPG
This section provides information about Supplementary Planning Guidance (SPG) on horse keeping.
Supplementary Planning Guidance (SPG) is produced by the Borough Council to provide extra guidance on and the interpretation of Local Plan policies.
The Horse Keeping SPG was adopted on 12th February 1998.
Purpose:
- First, to set out the process of determination of an application whether it represents an appropriate form of development in the countryside;
- Secondly, if a proposal is considered to be an appropriate form of development, to set out what considerations apply, including the effect on agricultural land, environmental impact, and effect on public highways, rights of way or open spaces;
- To outline likely problem areas in the determination of an application and to suggest alternative solutions; and
- To set out planning conditions.
Key Messages:
- Whether a proposal represents an appropriate form of development in the countryside is primarily based upon size;
- A proposal which is not considered to be an appropriate form of development is likely to be resisted, as inappropriate development is by definition harmful, unless there are very special circumstances.
Update:
Policies Co 7 and Co 3 have been revised in the Reigate & Banstead Borough Local Plan 1994 Proposed First Alteration 2000. The revised policy Co 7 deals with the issue of scale of development.
- In addition, there are new and strengthened policies relating to existing and new Landscape and Nature Conservation designations.
- These should all be read in conjunction with this SPG.
